I have the honour to inform you that I have

consulted the Executive Council with regard to the suggestion contained in your telegram of 1st. November that a board should be established to control the available deep water frontage in the harbour and they are unanimously of the opinion, in which I concur, that no necessity exists for the appointment of such a board, and that it would not be advisable to create it.
